Julie Shroyer Julie Shroyer, Senior Vice President and Chief Operating Officer at Wheat Government Relations, has built a national reputation as an effective advocate for her clients interests in Congress and the Executive Branch – in particular, her expertise in maneuvering through the appropriations and budget process.  With over eighteen years of government relations experience, Julie’s career has covered Capitol Hill as committee staff and in senior positions with non-profit organizations and the private sector. In addition to providing invaluable strategic counsel to our clients, she heads the firm’s health care practice and oversees the daily operations of the firm.
   

Julie Pawleczyk, Senior Consultant to Wheat Government Relations, has 20 years of experience in Washington, D.C. as a federal relations advocate, working with Congress and federal agencies on behalf of clients primarily in the fields of health and education.  Prior to joining the team at Wheat Government Relations, Ms. Pawelczyk headed her own consulting firm, focusing her efforts on developing grassroots organization and federal strategies for patient advocacy networks and child abuse prevention programs. 

   
Millicent Hodge Millicent Hodge, Senior Consultant is a Harvard educated attorney who now brings her skills and associations to Wheat Government Relations.  She has an impressive record of successes at every endeavor and in particular knows to get things done in the federal government. She has worked in two presidential campaigns including managing the daily operations of the public liaison section of the Clinton/Gore campaign.  Appointed by the President to serve as Director of the New Markets Initiative in the U.S. Small Business Administration, she helped create one of President Clinton’s most successful programs, generating billions in new investment to urban and rural areas.
   
Angela Gerald, Senior Consultant to Wheat Government Relations, has extensive government affairs experience with several major NYSE-listed companies in the areas of Political Action Committee (PAC operations), Grassroots activities and project management.  This includes compliance and reporting; overseeing major aspects of raising voluntary political action donations through ongoing corporate/company fundraising; and facilitating, developing and maintaining relationships with grassroots advocates.  
   
James Bilbray The Honorable James H. Bilbray, Principal, Former Congressman Bilbray is a Nevada native and brings an impressive skill set to Wheat Government Relations.  Prior to being elected to the U.S. House of Representatives in 1987, he was a Nevada State Senator.  During his four terms in the United States Congress, he was Chairman of the Small Business Subcommittee on Taxation, Tourism and Procurement, and was a member of the Foreign Affairs, Armed Services, and Intelligence Committees.  Recently he was appointed by Senate Minority Leader Harry Reid (D-NV) to serve on the 2005 Defense Base Closure and Realignment Commission (BRAC).
